Enforcers

Enforcers are the law enforcement body of The Divided City of Kastkardia, operating across both the Rises and the Dwelling under the authority of the Supreme Lord Chancellor and an appointed head of enforcement. They are armoured and armed, and are equipped well beyond anything available to the Dwellers they police. Among Dwellers, and among High Risers who share their distrust, they are known as Tin-lickers.

Enforcer presence varies considerably between districts. A district held tightly by its appointed authority is heavily policed, and an increase in Enforcer numbers is generally understood by its residents as a sign that its ruler expects trouble.
