Person
Lord Thessan
The ruler of District 612 — a figure of great power, and not what he appears to be.
Lord Thessan is the ruler of District 612, one of the most powerful figures in the Divided City of Kastkardia. Appointed to govern the district from above, he commands its authorities, its Enforcers, and the fear of its people in equal measure.
Lord Thessan is also believed to be a Noctivore, one of the intelligent creatures born of the Endless Sea, wearing the face of the district's ruler.
